Super state node to run QC with new media set. The media set is created using given media set name and media file is added to the media set. NOTE: The media URL should be URI encoded (not URL encoding). If the job name is empty, then new job is created. Otherwise job status is queried using existing job name. Job completion percentage is updated. The polling interval is determined using sleepInSeconds parameter. When the job is completed, it returns media information and stream information.
